General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to provide protection (including assistance) and seek durable solutions for millions of refugees around the world. In the People’s Republic of China, UNHCR registers and conducts refugee status determination for those seeking asylum, working to help refugees find solutions to their situations. UNHCR is involved with ensuring support for the protection of refugees and works with Government authorities to build domestic capacity. In addition, it has a specific mandate for the prevention and addressing situations of statelessness.

Operational Context

Since 2016, UNHCR has had fruitful cooperation with the Chinese government and successfully implemented a number of international refugee assistance projects supported by the Chinese government, providing assistance to hundreds of thousands of refugees and internally displaced persons in Africa, Asia and the Middle East with good results achieved. The External Relations team in UNHCR China works closely with HQs, Regional Bureaux and field operations to support application, implementation and reporting of Global Development and South-South Cooperation Fund (GDF, previously SSCAF) projects implemented by UNHCR. The External Relations team also works closely with China Aid stakeholders to enhance mutual understanding and strengthen collaboration. 

The External Relations Associate is a member of the External Relations team and reports to the Associate External Relations Officer, who defines work objectives and provides regular advice and guidance. Both team members work closely with the Unit head, the Senior External Relations Officer. Under the supervision of the Associate External Relations Officer, the External Relations Associate will contribute to team work planning, draft meeting notes, design and provide input to PowerPoint presentations, conduct English and Chinese translation and proofreading, and draft and provide quality review to China Aid project documents including narrative and financial reports. S/he will lead on monitoring China Aid related news, tracking progress for ongoing projects and pipeline proposals, tracking External Relations team’s budget, managing filing and administrative, procurement and logistics tasks. S/he will also support the team as the working-level focal point liaising with China International Centre for Economic & Technical Exchanges (CICETE) on GDF projects. S/he may conduct research on relevant topics and provide interpretation for meetings.


The ideal candidate should have project management knowledge and experience, excellent drafting and translation skills in both English and Chinese, and the ability to build good working relationships with partners. Knowledge of global humanitarian issues and China’s foreign aid will be an asset.

Recruitment as a UNHCR staff is subject to proof of vaccination against COVID-19.

Responsibility

Provide background briefings to local and international media.  

Keep track of evolving issues concerning persons of concern to be able to suggest stories and topics for the media to cover.

Provide daily briefings on local developments to the Head of Office and ensure that briefing materials from other offices are available.

Accompany visits of foreign delegations and the media to refugee sites in the region, giving appropriate briefings, commentaries and prepare briefing material for visitors.

Establish contacts with local organisations to promote general interest and understanding of refugee issues

Ensure that the office is kept informed of local developments which may have a political or operational impact on the office's activities.

May be required to compile information and SitReps received from the Field Offices and/or sections within the Office and consolidate into weekly/monthly/quarterly report.

Advise the Head of Office of local aspects of external relations policies.

Liaise with external partners and local organizations on behalf of UNHCR.

Produce reports and briefings for internal and external partners.

Perform other related duties as required.

Essential Minimum Qualifications and Professional Experience Required

3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

Certificates and/or Licenses: Political Sciences, Social Sciences, International Relations, Journalism, Communication.

Desirable: Completion of UNHCR learning programmes or specific training relevant to functions of the position. 

Language Requirements: Knowledge of English and/or UN working language of the duty station if not English.
